Momentm
Issue IApril 2026

This is what development consultancy looks like next.

A senior development management firm for fund managers and risk-taking developers in residential. Engaged as DM, PM, fund monitor or pre-acquisition DD — same senior team, every scheme. The framework carries the load. The seniors carry the relationships.

Issue II · The Operating ModelSection 02 / 07

Senior people. Working framework. Investor-grade rhythm.

Most consultancies grew into a process by accident. We built one by design.

I.

The senior team.

A director and three senior development managers. The people you meet are the people who deliver — same names through pitch, mobilisation, drawdown, handover. No bait-and-switch. No juniors fronting the work.

Senior delivery
II.

The working framework.

Every scheme runs on the same backbone — standardised processes, AI-augmented analysis, mature documentation. Built once, deployed every time. Quality lifts with the framework, not the headcount.

Built like a product
III.

Investor-grade rhythm.

Monthly investment meetings. Drawdown-ready packs. Reports written in investment language, not the contractor's progress update. The cadence your fund actually runs to.

Issue III · The WrappersSection 03 / 07

Same team. Same framework. Five procurement wrappers.

Engaged as Development Management, Project Management, Fund Monitoring, Pre-acquisition DD or Compliance Reviews. The procurement vehicle adapts to your budget and structure. The senior team and the operating framework don't move.

I.
DM · default engagement

Development Management

Full ownership of scheme delivery from acquisition through handover. Programme, design, commercial and risk run end-to-end by the senior team. The default Momentm engagement.

Appointed by client
When it fits

You hold the development risk and want senior delivery without building it in-house.

II.
PM · slimmer brief

Project Management

Programme, cost, contract and quality control on a defined scope. Senior tactical management — without strategic ownership of the scheme.

Appointed by client
When it fits

Your team owns scheme strategy and wants senior PM into a slimmer brief.

III.
Fund Mon · funder-side

Fund Monitoring

Independent oversight of cost, programme and drawdown. RICS LIMS-aligned. Investor-grade reporting on someone else’s delivery.

Appointed by lender / funder
When it fits

You’re funding a scheme and need real-time delivery visibility without owning execution.

IV.
Pre-aq DD · 4–6 weeks

Pre-acquisition DD

Viability, planning risk, contractor capability and deliverability — packaged as a fixed-scope DD report. Senior delivery scrutiny before capital is committed.

Appointed by client / fund
When it fits

You’re considering an investment and want delivery-side scrutiny inside 4–6 weeks.

V.
Compliance · M&A · vendor DD · audit

Compliance & Document Reviews

Senior-led document and compliance reviews on your terms — pre-merger, pre-sale, or as a standalone portfolio audit. Run on our own proprietary platform. Full PI behind every report.

Buyer / seller / asset owner
When it fits

You’re acquiring, selling, or auditing — and need a defensible compliance position, fast.

Three projects. End to end.

Selected from the book. Each one is a story of a senior team running the operating model — scope, contract, programme, drawdown, handover— under different procurement wrappers, for different clients, with the same standard.

The challenge

Part of Europe's largest consented regeneration. Client's interests at risk inside a contractor-driven masterplan with competing priorities and a complex multi-phase structure. Continuous senior protection required.

The work

Negotiated bespoke development funding agreements. Authored employer's requirements engineered for enhanced compliance. Established clear communication channels across contractor workstreams. Ran the framework end to end.

The challenge

Major Vistry Group scheme stalled by historical planning issues. Client's interests at risk of dilution in a multi-developer masterplan. Sales readiness and handover processes especially exposed.

The work

Mobilised proactive teams, reviewed inherited DFA, identified risks early, engaged sales and marketing strategically. Streamlined processes eliminated delays — units met exacting quality standards on schedule.

This one was delayed and needed a reset. Same developer, but the inherited contract needed real work. The relationship James built with the developer team got us a specification uplift and an extended defects period — units have come over to a high standard.— Tom Jewitt, Investment Associate, Thriving Investments

The challenge

Inherited half-built after developer insolvency. Extensive legacy issues — incomplete planning conditions, fragmented approvals, missing warranties, significant quality assurance gaps. Substantial commercial risk for the forward-funder.

The work

Consolidated fragmented information through our document control system. Systematically closed planning conditions and warranty documentation. Ran competitive tender securing an ambitious fixed-price JCT D&B contract. Stakeholder confidence revitalised inside one quarter.

Jack took this scheme on for us following developer insolvency — we inherited planning risk and fragmented information. He agreed a fixed-price JCT, helped set up the funding-facility agreement and ensured compliance with it, and got the programme back on track. First handovers approaching: quality is good, cost is exactly on budget.— Elizabeth Brown, Investment Manager, Gresham

Issue VI · The TeamSection 06 / 07

The people you meet are the people who deliver.

Director-led. Built around four senior people. Same names through pitch, mobilisation, drawdown, handover. The senior team isn't a layer of the operating model — it is the operating model.

Jack Swingler

Director · founder · operating model architect

Jack leads the business with a clear vision: cut the noise, solve problems fast, deliver projects properly. Hands-on, commercially sharp, and always looking for smarter ways of working — whether that's through tech or just better process. Built the senior team around motivation, not control. Built the framework around repeatability, not heroics.
